Bugfix: remote double trigger on merge_request event for coverage fuzzing

What does this MR do?

This MR fixes a double trigger bug of coverage fuzzing jobs caused by merge_request event.

The fix follows the same pattern as in other scanners checking if CI_COMMIT_BRANCH is available.
