Add reverting vulnerability to detected on single vulnerability page

What does this MR do?

Related to #230558 (closed)

This MR adds ability to revert vulnerability state to detected on single vulnerability page.

Tests already covers this change: https://gitlab.com/gitlab-org/gitlab/blob/5e5444369aad09a0c956007d97d539c5b0db6544/ee/spec/frontend/vulnerabilities/vulnerability_state_dropdown_spec.js#L149
