WIP: Add sorting options for issue list

What does this MR do?

This MR contains a MVC/groundwork for adopting the Vue filtered search bar component for group/project issue list in issuables_list_app.vue Currently, only the Jira issue list is using the Vue filtered search bar component and we need to extend/adjust a few existing props/methods for a more general use.

• Changes the name of the prop from "projectPath" to "path" in issuables_list_app.vue
• Adds sorting options (from https://gitlab.com/gitlab-org/gitlab/blob/master/app/views/shared/issuable/_sort_dropdown.html.haml)
