Group Level Wiki: Update user documentation

What does this MR do?

  • Add a new section "Group Wikis" into https://docs.gitlab.com/ee/user/group/ introducing the feature and saying how it works on the group-level. Link it to things/how-tos already documented if they are an exact match. We can say smt like Group Wikis work the same way as to projects. To create, edit, view, and delete Wikis, refer to the [Wiki documentation](link-to-doc).

1. Primary Reviewer

  • Review by a code reviewer or other selected colleague to confirm accuracy, clarity, and completeness. This can be skipped for minor fixes without substantive content changes.

2. Technical Writer

  • Technical writer review. If not requested for this MR, must be scheduled post-merge. To request for this MR, assign the writer listed for the applicable DevOps stage.
    • Ensure docs metadata are present and up-to-date.
    • Ensure Technical Writing and documentation are added.
    • Add the corresponding docs:: scoped label.
    • Add twdoing when starting work on the MR.
    • Add twfinished if Technical Writing team work on the MR is complete but it remains open.

3. Maintainer

  1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
