Geo: Improve status report

What does this MR do?

It adds one more indicator of health status based on when last time primary node has pulled the status from the secondary.

I've added this indicator to rake task geo:status but that would be also cool the add it to the UI status page in the admin area.

Are there points in the code the reviewer needs to double check?
