Add Create Test Case form

What does this MR do?

This MR does two things;

• Adds route /new under /<project>/-/quality/test_cases route.
• Adds Create Test case form within /test_cases/new page.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
