Resolve "EE-only js for project edit page"

What does this MR do?

reduce EE conflicts in pages file

Are there points in the code the reviewer needs to double check?

nothing will fail if some of the EE stuff is added to CE (and EE not updated). Not sure what to do about that.

e.g if someone adds UserCallout in CE, then it'll be init'd twice.
