Replace v-html with inline text in weight.vue

What does this MR do?

This MR replaces v-html with inline text in ee/app/assets/javascripts/sidebar/components/weight/weight.vue.

The affected component is the sidebar weight of an issue.

1. Go to any issue where the weight is set
2. Collapse the right sidebar
3. Check that the tooltip and weight link are rendered correctly
