Call out gitlab:uploads:migrate:all as the most common use case

What does this MR do?

Most customers will be migrating all their uploads to object storage, such as the GitLab Premium customer who raised a ticket (internal link) for an error they saw trying to do this.

The rake task is referred to as gitlab:uploads:migrate - for example, in links to the detailed docs. Running just that results in an error.

This MR make it much clearer that :all is probably the task to use, and documents the error as a troubleshooting step.

    • Add twfinished if Technical Writing team work on the MR is complete but it remains open.

3. Maintainer

  1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
