Revert "Merge branch 'cc-add-ci-merge-request-description' into 'master'"

This reverts !40771 (merged) because there are a number of issues we saw in production that should be resolved before this goes in, and this merge request should probably not have had default_enabled: true. To avoid confusing users that a feature is available in the documentation when it's not ready, a full revert is done here.
