Replace v-html with v-safe-html in configure_feature_flags_modal.vue

What does this MR do?

This MR replaces v-html with v-safe-html in ee/app/assets/javascripts/feature_flags/components/configure_feature_flags_modal.vue.

Relates to #241865 (closed).

Steps to test

1. Go to a project
2. Go to Operations > Feature Flags
3. Click on Configure
4. Check that the "Install a compatible client library" text is rendered properly with the anchors and links.
