Replace v-html with v-safe-html in dismissal_note.vue

What does this MR do?

This MR replaces v-html with v-safe-html in ee/app/assets/javascripts/vue_shared/security_reports/components/dismissal_note.vue.

Closes #241961 (closed).

Steps to test/reproduce

1. Go to a pipeline with security issues and "scan details"
2. Open a vulnerability modal, dismiss it with a comment and reopen the modal
3. Check that the "created at" date shows correctly.
