Resolve "Merge requests for confidential issues no longer works for newly forked projects"

What does this MR do?

Related to: #241804 (closed)

When we update a project, and lower the visibility, we were disconnecting it from the fork network completely. However, it doesn't make sense to completely disconnect it from the parent network too.
