Threat monitoring edit action

What does this MR do?

This MR adds a new edit action to the threat monitoring controller and a related service. This action will be used in the upcoming policy editor (&3403 (closed)). Returned page is empty at the moment, the actual content will be introduced in a separate frontend MR.
