Use correct upload endpoint for group wikis

What does this MR do?

Tweaks the URL passed on to the JS frontend, which uses it to generate upload requests.

Feature specs for this will be updated in separate MRs as part of #228627 (closed), since that will require some refactoring to run the feature specs for both project and group wikis.
