Add issue changes to UsageData

What does this MR do?

Adds the following new Issue metrics to UsageData:

• Title changed
• Description changed
• Assignee changed
• Issue made confidential
• Issue made visible (non-confidential)

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
