Fix error in migration to populate historical vulnerability statistics

What does this MR do?

Related to #238456 (closed)

This MR fixes problem with migration Gitlab::BackgroundMigration::PopulateVulnerabilityHistoricalStatistics. It does not retriggers the migration as this will happen in scope of #241809 (closed).
