Add automatically counters for events in know_events.yml to usage data

What does this MR do?

• Add all know_events to usage_data
• Add totals for last week for last 4 complete weeks
• Add tests

Steps:

• Add a {redis_hll_counters: all_categories_data_here}
• After merging this, add in version app a new column to fetch this data https://gitlab.com/gitlab-services/version-gitlab-com/-/merge_requests/551
• After one month we can deprecate and drop columns for specific categories and all data is in one column

This way we don't need to add new columns for each category in version app and keys are added automatically when generating usage data
