Add All Environments option for environments

What does this MR do?

Add support for all environments network policy. Update environment dropdown to include All Environments option. This only applies to NetworkPoliciesController and network policy tab (it doesn't change WAF or Cilium related statistics).

As a side effect, it allows partial error, where one platform fails while others succeed.
