Fix create & manage label actions in Labels dropdown

What does this MR do?

This MR fixes a couple of visual issues around Labels dropdown shown in Issue Boards > Edit Board modal.

• Create and manage actions not shown in labels dropdown.
• Color blocks not rendering at all within create label view.
• Label icon incorrectly showing up in modal dialog.
• Double scroll-bars.
