Resolve "Fix 'Resolved threads' popup link and placement"

What does this MR do?

Currently, Resolved threads popup appears at the bottom of the page even if the Resolved threads link is not visible. Also, the link on the popup should point to the Designs documentation.

This MR fixes a popup behavior with scrolling to popup when it's visible.
