Move Jira Development Panel integration to Core [RUN AS-IF-FOSS]

What does this MR do?

This moves the following things to Core:

• the Jira DVCS Connector
• Jira Connect App
• Usage ping for those two

and removes any license check.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
