DAST Scanner Profile Library: Add new-profile link

What does this MR do?
It replaces the "New Site Profile" button on the DAST on-demand profile page with a dropdown that gets populated with links for creating a new site-, or scanner profile. (scanner profiles are behind a auto-disabled feature flag).

How to test this?
- Enable feature flag:
