Resolve "The service desk info messages need to be updated."

What does this MR do?

1. Display different messages depending on the combination of Gitlab::ServiceDesk.supported? and whether user can edit project settings or not. (#235060 (closed))
2. Refactors service_desk_helper.js for better code readability
