Move EE Base Model constant to method
What does this MR do?
Defining EE::Gitlab::BackgroundMigration::PopulateResolvedOnDefaultBranchColumn::Vulnerability as BASE_MODEL in !38795 (merged) caused #241191 (closed) becasue the EE constant was not available for gitlab-foss. I made a trivial change and removed BASE_MODEL definition and used the class within the up method
