Simplify progress bar steps logic

What does this MR do?

While extracting the logic to determine which steps to show for the progress bar component, I came to the conclusion that the logic was too complicated. The reason being that the onboarding experiment and the subscription flow are mutually exclusive, because of this line. This allows us to simplify the logic and not having to extract the logic to a shared function.
