Remove git ignored schema_migration files

What does this MR do?

Relates to: #233997 (closed)

Remove db/schema_migrations files from .gitignore that were previously added to reduce noise due to legacy/reverted migrations. Since !38645 (merged), these files should not be created unless there is a corresponding migration file matching that version.
