Revert "Merge branch 'add_standard_field_into_payload' into 'master'"

What does this MR do?

Reason: Instead of having isStandard sent back and fort between backend and frontend, the differentiation between CiliumNetworkPolicy and NetworkPolicy will be reflected within the manifest.
