Bump minor version to 0-29-0

What does this MR do?

Upgrade the managed apps image to v0.29.0.

Here is the list of changes included in this version upgrade since v0.24.2.

The highlights are:

• Add support for enabling the Gitlab WAF in ingress-nginx
• The template got slimmed down since the CIs are now embedded in the image.
• Several dependency updates (cilium, helm, helmfile, helm-git, gitlab runner and ingress)
