add release notes content section to feature proposal template

What does this MR do?

Relates to: gitlab-com/Product#1392 (closed)

As we auto-generate MRs from Issues to populate the release post blog, Gitlab project releases and my other pages as needed across Gitlab's product/marketing/sales ecosystem, we need to have a section in this feature proposal template to house the content blocks (primary, secondary, deprecations, etc.) to be detected and pulled by a script that will run hourly.

• Informed Infrastructure department of a default or new setting change, if applicable per definition of done

If this MR contains changes to processing or storing of credentials or tokens, authorization and authentication methods and other items described in the security review guidelines:

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
