Setup basic level telemetry for navigation

What does this MR do?

Add basic navigation telemetry as per https://gitlab.com/gitlab-org/gitlab/-/issues/223927#tracking-details

Note: haml based tests weren't added here as it seemed overkill, and adding many view tests or feature specs not desirable.
