Bump CodeQuality templates to version 0.85.10-gitlab.1

What does this MR do?

This merge request bumps the version of CodeQuality used in our CI templates to 0.85.10-gitlab.1, which allows for eslint channel configuration. By default, nothing will change, but projects with an eslint configuration in their package.json will have that configuration respected.

We released the new version of CodeQuality and tested it out on a sample project.
