Swap AlertManagement presenter away from using Alerting::Alert

What does this MR do?

This MR drops the usage of Gitlab::Alerting::Alert from the AlertManagement::Alert presenter classes, instead preferring the payload-parsing logic introduced in !38971 (merged).

The added tests mostly transfer test coverage over to the AlertMangement presenters from the previous solutions.
