Fix protected branches seed
What does this MR do?
This MR fixes a small bug in our seed where an admin is assumed to be at id=1, but this is not necessarily correct. If the tables are truncated and re-seeded, then the sequence will not reset.
This is easily fixed by actually finding an admin.
