Allow GraphQL pipeline resolver to look up non-CI pipeline

What does this MR do?

extends graphql pipelines resolver to return all pipelines instead of ci pipelines. this is because the frontend wants to also be able to query on-demand dast scans, which have a config_source of parameter_source (see context).
