What does this MR do?

Delete obsolete license decisions

This deletes obsolete license decisions (dependencies which are not in use anymore) from config/dependency_decisions.yml

Also removing the outdated vendor/licenses.csv, as we are not utilizing it anymore and it hasn't been updated in a long time.
