Clarify rules for new branch pipelines

What does this MR do?

Some discussion relating to the - if: $CI_COMMIT_BRANCH && $CI_COMMIT_BEFORE_SHA != '0000000000000000000000000000000000000000' made me realize this is still unclear. I've simplified the details as much as possible, and clarified in both the workflow: rules sections as well as the rules: section.

  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
