Update preferences for homepage/dashboard wording

What does this MR do?

Updates as per https://gitlab.com/gitlab-org/gitlab/-/issues/225858#1-profile-preferences-page-updates

1. Changes label of dashboard for homepage.
2. Adds help text to dashboard/homepage setting.
3. Adds an Id for easy linking to this area on subsequent changes.
