Copy the project manager to the settings page

What does this MR do?

Related to #230413 (closed).

• Enables the route previously defined in !38948 (merged)
• Creates a settings page where the user can manage projects in the security dashboard

There will be another MR to remove the Edit Dashboard button and the associated logic in the Security Dashboard page.
