Update compliance dashboard to use time_ago_tooltip

What does this MR do?

This MR updates the compliance dashboard to use the time_ago_tooltip with the new text slot from !39325 (merged)

This removes the reliance on the timeago mixin.

Note: If you don't have any MR's appearing in your local Compliance dashboard, you can run bundle exec rake db:seed_fu FILTER=compliance_dashboard_merge_requests to populate some for you 🙂
