Remove signup experiment tracking

What does this MR do?

Part of ongoing work to remove the signup experiment. This experiment is over and we're now removing the tracking.

No changelog because the feature is still behind a feature flag. We'll add a changelog once we remove the feature flag and default to the new signup design.
