Update multiline comment display

What does this MR do?

For: #230690 (closed)

NOTE: For this issue we are only removing the ability to edit multiline comments on the overview tab, and hiding the multiline comment text if either the starting or ending line is blank.

For example, this addresses a scenario where the text is rendered as "Commenting on lines to" and simply omits the entire string.
