Create emphemeral IssueLink if Feedback is present

What does this MR do?

This MR builds IssueLink object for Vulnerabilities if no IssueLink is present but there's a issue_feedback available for the Finding associated with the Vulnerability – this allows us to present the issue link to the user browsing the dashboard.

As per https://gitlab.com/gitlab-org/gitlab/-/issues/223770 (confidential due to security dashboard screenshots being present).
