What does this MR do?

A small MVC for #229532 (closed)

NB

This merge was already reviewed and merged here: !37971 (merged), but caused a FOSS spec failure that was not captured in the original pipeline here: #233158 (closed) which caused this change to be reverted here: !38424 (merged).

To solve the issue we have migrated the GraphQL field status_page_published_incident from the community issue_type.rb to the ee file, thus fixing the failing specs.
