Removes AddTimezoneToIssuesClosedAt migration and respective cleanup post migration

Tiago Botelho requested to merge remove-migration-add-timezone-to-issues-closed-at into 10-3-stable-ee

This migration is currently blocking RC2 from being deployed to production. Since we think it is just a cleanup it will be simpler to just remove the migrations completely
