Add tier badge requirement to h1s
What does this MR do?
Updates the tier badge section to include the requirement to have a tier badge be associated with each page's title (h1) for clarity. I also spent some time with the section to put everything into a single table, and made a separate section to talk about display issues (separate from usage information).
I wasn't sure about the method to get this to the Style team, but I wanted to go ahead and do the leg-work for this.
