Remove services from Migration/UpdateLargeTable cop

What does this MR do?

After !35221 (merged) we removed 2.93M records out of the total 3.74M records in the services table (~78%).

I don't have database production access to verify if the size is < 10 GB but this may qualify to remove the services table from the denied tables.
