Limit buckets for gitlab_sql_duration_seconds

What does this MR do?

This limits the number of buckets for gitlab_sql_duration_seconds to the ones we use in our metrics catalog.

The only occurrence I found was https://gitlab.com/gitlab-com/runbooks/blob/20d6ee22666568f6fb4f39c17d22f3261e9cd0c8/metrics-catalog/services/patroni.jsonnet#L28-38
