Create event dictionary

What does this MR do?

This MR introduces the concept of an event dictionary which is a living document that outlines all the events and properties we track, why we're tracking them, and where they are tracked. All product teams which are implementing tracking will need to update this event dictionary page.

Here are examples of what this event dictionary will eventually become:

To seed this page, I've simply moved the usage statistics table. Follow up MRs will be put in place to reorganize this table.

2. Technical Writer

  • Technical writer review. If not requested for this MR, must be scheduled post-merge. To request for this MR, assign the writer listed for the applicable DevOps stage.

3. Maintainer

  1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
