Re-add svg4everybody to try fixing missing icons

What does this MR do?

Maybe nothing. But maybe fix these crazy missing icons.

I can't reliably repro this and have no idea of cause, and timing does coincide with recent chromium bug.

Readded some parts that were removed in !36830 (diffs)
